purchasing flats
1. VERIFICATION OF OWNERSHIP OF LAND.
Ensure from the local Survey
office that the developer has been granted the N.O.C and the land is
Non-Agricultural (N.A.)
For clear title, 7/12 (Sat Bara) Extract to be verified from the
"Talathi" OR "Tahasildar" office.
For Land in Dispute or in legal litigation - approach "Bailiff" or
"Arbitrator" from
High Court.
2. N.O.C.’s OF VARIOUS AUTHORITIES
Fire Brigade Especially for high rise buildings
Traffic Dept. West Bengal Police.
Local Electricity office for electricity supply.
Railway Near the railway track
Local Municipal Corporation for drainage, water supply, commencement
certificate
3. TO CHECK THE LEGALITY OF THE CONSTRUCTION
A) Checking of Commencement Certificate or Intimation of Disapproval by the
Municipal authorities.
B) Contact the Builder / Developer for
1. Plans submitted by the architect
2. Notice in Newspaper for clearance of title of the land
3. Certificate from solicitor
4. Confirm whether Residential or Commercial
5. F.S.I. permitted, and utilized by the builder
6. Percentage of reservation made for Government flats or any special
category
7. Whether covered under Urban Land Ceiling Reservation
4. ENTERING INTO AGREEMENT
1. The agreement for sale should be properly signed by the concerned parties
2. The agreement must be attested by two witnesses
3. Only the agreement registered with the Collector will be treated as the
"legal document"
4. Stamp Duty should be paid only at the Collector’s Office at the time of
registration of the agreement
5. MODE OF PAYMENT
1. Cheque is the safest way of payment.
2. If paid by cash, insist on receipt.
3. Repayment of loans obtained from the Financial Institutions should be made
only to the concerned Institution and not to the builder or developer. So

Tips for Safe Driving
- Do not talk on mobile phone
while driving.
- Stay in Traffic Speed
limits and slow down on Turns.
- Look Left and Right twice,
and go slow on Crossings.
- When Turning Left... Look
at the Rearview mirror, give Indicator, sound Horn, and take turn
while staying in your lane (Try to stick to the side).
- When Turning Right... Look
at the Rearview mirror, give Indicator, sound Horn, and take turn
while staying in your lane. (Try to take a wider turn).
- Stay in your Lane, and use
the correct Signals. Don't leave your line.
- Notice all the Traffic
Signs you see on your way, and act apropriately.
- When taking Circles... give
way to your right.
- Don't assume that the other
Motorists know your intention. It is always necessary to give proper
Signals while Starting, Turning, Slowing, and Parking your vehicle.
- On crossings without
control system (Traffic Lights), give adequate opportunity to
Pedestrians (the people walking on the road) to avoid accidents.
- Be careful of Pedestrians
who come from between vehicles (ie. not on zebra crossing), outside
Schools and Bus Stops.
- When crossing Animal-driven
Vehicles, give enough place by slowing down, and Do Not Sound Horn,
because it may scare the Animal and it may run away.
- When the road is divided by
White Lines, then stay to the left. If needed, you may cross the line.
- When the road is divided by
Yellow Lines, then stay to the left. You shall, in any case, not cross
the line.
- It is mandatory for every
motorist to give way immediately to any Ambulance or Fire Engine. It
is a duty of each citizen, for the sake of saving lives.
- Without permission of a
Policeman on Duty, nobody is allowed to drive vehicles on special
pathways made for Cycles or Pedestrians.
- 'U' turn - The driver must
be careful, and should confirm it is safe to turn by looking in the
rearview mirror. U turns are not allowed on busy roads. Proper signal
for turning right must be given.
- Be careful and look on the
road when taking your vehicle out of garage.Take someone's help if
necessary.
- Park your vehicle only
where parking is allowed. Do Not park in places like: Crossings,
Turns, Corners, High speed ways, Corners of hilly roads, footpath, Bus
Stop, School, Railway gate, opposite direction to road, specially at
night.
- During Night, when a
Vehicle, Cycle, or Animal Driven Vehicle approaches you, turn your
headlights to 'dim' position and keep your vehicle slow.
- Never park a vehicle on a
Railway Line. When crossing a Railway line without a Gate, listen
carefully and look around to see if a Train is coming. Go further only
when confirmed.
- The Horn shall not be used
unnecessarily repeatedly, and annoyingly. It shall not at all be used
in silent zones like Hospitals,etc. Cut-outs and Multi-Horns are not
allowed. No unusual sounds from a moving vehicle will be allowed.
- Keep appropriate distance
from the Vehicle moving ahead of you, so that there is enough place to
stop your vehicle without damage, in case the vehicle ahead stops
abruptly.
- Give importance to Vehicle
ahead of you when driving on a hill or on a slope. In this case, when
the road is not wide enough to allow overtaking, give space to any
vehicle overtaking, by stopping your vehicle to a side. It is advised
not to overtake in intense situations on hilly roads.
- The motor vehicle driver
must not allow any passenger or object to be placed in such a way that
the driver's control over the vehicle is reduced.
- While crossing any
demonstrations, or Army or Police Force (on foot), or any Road
Construction site, speed should not exceed 25 km/h
- Seating passengers more
than allowed as per Registration Certificate is prohibited and can
attract penalty.
- Vehicles are not allowed to
use any non-standard explosive, dangerous, polluting, fuel (like
Aviation fuel, etc.)
Driving Under
Influence of Alcohol
- Driving under the influence
of alcohol is a serious offense in India. In the event of an accident
in such a condition, the law deals with offenders with great severity.
The punishment is fine and/or imprisonment up to 6 months, and the
driving license is suspended for at least six months.
- Drunken driving is also one
of the main reasons for vehicular accidents and is among the highest
life-takers on Indian roads.
- Alcohol goes from the
stomach straight to the blood stream. The body takes about an hour to
rid itself of one drink - this means that if one drinks at a rate
faster than that, the alcohol content in the body will soon exceed
tolerable limits.
- As the quantity of alcohol
in the bloodstream rises, the brain is affected, and the sense of
judgement is skewered. At higher levels of intoxication, there are
muscle control problems, vision blurring, and finally a complete loss
of physical co-ordination facilities. Given these facts, driving, even
at low alcohol levels can be very dangerous.

How Do You Know if
Your Child is Abusing Drugs or Alcohol?
If you find drugs or items such as smoking pipes, it is
a strong indication that your child is using or experimenting with drugs.
Behaviour is another indicator.
Watch for :

Abrupt
mood swings or attitude changes.

Sudden
decline in attendance or performance at work or school.
·
Sudden
resistance to discipline at home or school.
·
Poor
relationship with family and friends.
·
Unusual
temper tantrums.
·
Borrowing
money from friends and relatives.
·
Stealing
from home, school or work.
·
Increased
secrecy about actions or possessions.
·
Hanging
out with new group of friends (especially ones who use drugs)
These behaviours may indicate drug use but they may also
indicate normal growing pains. The best way to know for sure is to observe
your child, get to know his or her friends, but most importantly, TALK.
Communication is essential for your child's growth and safety.
If you know that your child is taking drugs, take action
and do not ignore the problem. Explain the harmful effects of drugs,
including the long-term effects to one's physical, social and mental
well-being.

Tips for Safe Bank
Transactions
·
Do not give
introduction to an unknown person for opening an account in your
Bank.
·
Never
encash cheques/drafts of an unknown person through your account.
·
Do not keep
your account inoperative for a long time.
·
To avoid
theft in postal transit or courier services and subsequent cheating, keep
track of the cheques/drafts/pay orders sent through post & couriers
services.
·
As far as
possible, bank transactions should be handled personally.
·
Take care
of your Cheque books. Do not keep signed cheques in the drawer or any place
where outsiders have an easy access.
·
All bank
transactions should be counter checked to ensure that the deposited Cheque
have realised.
·
The monthly
statement of your bank account should be invariably checked.
·
At the time
of withdrawal of cash, account holder should physically check the cash
counter. Never hand over the cash to a third person for counting.
To Avoid Bouncing
of Cheques
·
Insist for
D.D. or Pay Orders if you are dealing with an unknown party.
·
Postdated
cheques should be avoided
When a Cheque
Bounces...
If a Cheque bounces you should give a notice to the
person within 15 days of such intimation and if no reply is received, you
should file a complaint in the court under section 138 of Negotiable
Instruments Act, 1981 where effective remedies are available to the public.
All cases of bounced cheques may not be offences of cheating under the
Indian Penal Code.
